If I were to call someone an idiotic r*tard in a game and kept on doing it after he asked me to stop, would it fall under harassment or HC?

The answer is both, but he only gets harassment since that the more severe violation. There are TONS of cases like this were a person insults someone and get harassment while they could just as well have gotten HC. This is the reason originally why you're only supposed to get 1 violation per instance if I recall correctly.

I would give whichever is worse, but the point I am disagreeing you is when you said most Harassment is also HC.

I think most Harassment does not contain HC, thus, making your point slightly less relevant.

I dont have any proof of this statement, but Im very sure that most harassment cases, way beyond 50%, would also fall under the HC rule.

I don't know the level of harassment youve suffered but if mist has to make a thread for it and all, just give him a violation. Then delete the rule and if he does it again lock him out and he'll be free to harass people irl if he's so brave on the internet.

While I think mist absolutely has the right to be offended, and thecolonel deserves a single violation for the thread, she might be slightly overreacting because this issue is one she is most passionate about. I would say, mist, you should take some time to collect your thoughts and take a breather, and everyone else needs to understand why this issue is being discussed the way it is.

I'm trying to make a point about how this website is moderated. There's a reason this site is known as one of the most toxic communities out there. I don't think it's OK that someone can say these things and get off with just a warning.
