Since the user in question didnt get a warning and just got outright banned without getting applied a violation for his first text then I cant justify 2 violations here.

I mean really, the fact that you guys think this kind of behavior only warrants a warning officially is hilarious and disgusting in equal parts. On any on website he would be instantly banned. But I suppose you guys are obsessed with doing the cooking by the book so give him the HC vio; by precedent "multiple instances" doesn't make any difference for that one.
