The other violations are VIOLATIONS, like creating a hostile environment (verbal abuse, threatening, etc.), acting against your winning conditions (gamethrowing), cheating (chatting with players on Skype while in game). System messages are closer to the game handing you a gun but expecting you not to use it. Notice that aside from "physically possible", I also said "immediate".
