The mod team has recently been discussing how to moderate hipfiring. The current precedent is to consider it a trolling violation in red heart games and a game throwing (GT) violation in competitive games.
We're deciding between the current precedent and two other options.
Trolling throughout. The idea behind this is that game rules are game rules and that moderation should be standardized between red and gold heart games.
Game throwing throughout. This plays to the idea that the action of hipfiring is generally done without "playing to win" and as such falls under game throwing.

Sometimes when someone I don't like joins a game and hinders my ability to lynch anyone else but them, but I can't fear kill them because I didn't roll mafia, hipfiring them is the next best option in order to be able to play toward my win condition tbh. ^_~
It has to be a well thought out essay as well, with no less than 5 paragraphs detailing every reason they had to shoot someone and not explain why (in-game).

You are comparing two things that cannot be compared. Voting can be undone and applies pressure on people early on in the game in order to gather reads rather than just look at openers. Hipfiring instantly kills someone without any reads. Even if you keep the vote on all game, this could be argued that you didnt like the reaction of the person and really thought they were scum.

What if the person hip fired but proceeded to show intent to win and won the game?
"Intentionally playing against your win condition or not playing to win." Even if they win the game eventually, the action of hipfiring is against your win condition so at one point in the game you have gamethrown or in this case attempted to gamethrow, and this should not be tolerated.

The situation you described in a bunch of people trolling in red hearts. If it's done in Golds it would be considered GTing since competitive is supposed to be held to a "higher standard"
That doesn't change the fact that hipfiring is still playing against your win condition, and messes it up for everyone else.
there's no real reason why red and gold heart should be treated any different outside of the fact that people who are new are going to be playing red heart games more often than gold, and that's why trolling was given to hipfiring instead of just straight of GTing. giving someone 1/3 a way to a ban for a mechanic they likely don't understand is why trolling is seen as the more lenient option
at the same time, you have no real reason to not give a GT vio when someone who has played 10k worth of games hipfires in a red heart game outside of the nonexistent Red Heart Games Clause
