The mod team has recently been discussing how to moderate hipfiring. The current precedent is to consider it a trolling violation in red heart games and a game throwing (GT) violation in competitive games.
We're deciding between the current precedent and two other options.
Trolling throughout. The idea behind this is that game rules are game rules and that moderation should be standardized between red and gold heart games.
Game throwing throughout. This plays to the idea that the action of hipfiring is generally done without "playing to win" and as such falls under game throwing.

there's no real reason why red and gold heart should be treated any different outside of the fact that people who are new are going to be playing red heart games more often than gold, and that's why trolling was given to hipfiring instead of just straight of GTing. giving someone 1/3 a way to a ban for a mechanic they likely don't understand is why trolling is seen as the more lenient option
at the same time, you have no real reason to not give a GT vio when someone who has played 10k worth of games hipfires in a red heart game outside of the nonexistent Red Heart Games Clause

Imagine getting banned, kicked off of the website, being essentially told you're unfit to graze in this metaphoric field filled with sheep and wolves in sheep clothing for clicking a button in a non-descript and undefined period of time deemed too soon by unpaid sheep herders.

i've always been against the sentiment that gold hearts are these fabled games that you can only join if christened by the local tribal council of elders but red hearts are wild and wacky games where anything goes until the fun hating mods are involved
The situation you described in a bunch of people trolling in red hearts. If it's done in Golds it would be considered GTing since competitive is supposed to be held to a "higher standard"
It's fine if you're with a circlejerk and you hipshoot in a red heart game. I do that a lot. But if I were on the other side and some group of fu*ktwads were shooting randomly in a game then i'd be pretty pissed off.
