which is why people overstay visas in the first place; you can apply for citizenship the day you're eligible and not get a response until after your visa's expired
essentially if you don't have connections your application floats in limbo for 6 months to 3 years and then a mostly arbitrary verdict is reached without opportunity for appeal
like its "tough" on immigration applicants, but it's not due to stringency of immigration criteria. it's tough due to arbitrarity of enforcement and the bureaucratic spider web that applications need to travel through before they even get looked at. the entire system is a mess
