Maybe I'm misunderstanding you so lemme try to clear this up. Are you saying anyone can start saying the n-word as long as they promise they definitely don't mean it in a racist way? And if not what exactly do you perceive as the difference?

I made a post about 3 years ago and we had a huge thread about certain users being racially charged against this site's Black users in which Laexio equated his inexperience with racism as a white European as a point of fact.

For me I think it's a huge joke that other people can't/are scared use the N word in the same context that we do, especially since it's one of my favorite words to use. In fact I think Slow was a huge proponent of the word at one point which makes his points even more hilarious.

The problem you're running into is that the word isn't a slur. Even when used offensively toward people it applies to it's being used in context, whereas most slurs are words created or redefined to be used as such.

It's actually most commonly used as an insult towards stupidity as no other single word has enough power to make a stupid person consider their actions. But thank you for not reading the OP.
