When players who were banned for cheating are let back into either of the competition-running lobbies, they should undergo a probationary period during which they lose privacy rights for all accounts, be they linked alts or clean-slate mains. The mods can set up a thread with a list of all accounts held by recently unbanned cheaters and either (a) consistently monitor users who have made the list or (b) install a simple account approval process whereby failure to inform the mods of newly registered accounts constitutes a violation of the rules.
This might be worth a go for any game-related ban, not just cheating, but that would probably involve a lot more maintenance.

she has ruined more games than a very large portion of cheaters combined. she also has been given like 12 chances and ruined all of them. i think if she comes back, she cannot have any alts that the mass of EM would not know about.

The point is that they almost certainly ban-evaded during that year, are either planning to violate rules again or at least considering it, and are inflicting ignorance of their accounts on users who want to play straight games without having to worry about which alt is a cheater's.

They should, actually, because it's absurd that each time I join a game I have no idea whether a sketchy-looking alt on the roster is a cheater's. I should be able to join a game with at least some measure of confidence that I'm not playing with people who either are complete dirtbags or were complete dirtbags in the past.
