When players who were banned for cheating are let back into either of the competition-running lobbies, they should undergo a probationary period during which they lose privacy rights for all accounts, be they linked alts or clean-slate mains. The mods can set up a thread with a list of all accounts held by recently unbanned cheaters and either (a) consistently monitor users who have made the list or (b) install a simple account approval process whereby failure to inform the mods of newly registered accounts constitutes a violation of the rules.
This might be worth a go for any game-related ban, not just cheating, but that would probably involve a lot more maintenance.

i don't equate cheating with bad morality, as you seem to have done numerous times. do you feel a lot of guilt for associating with epicmafia cheaters?
anyone could find a cheater by looking @ reports so public announcements arent needed lol???

I'd think that a probation period would actually be beneficial to your 'people can change' argument, System. Cheaters who never go back to cheating are quickly forgotten, their change going unnoticed. A probation period would provide a record of those who chose not to recidivate, ultimately supporting your argument if it is valid.
The probation period isn't necessary; you're just finding and excuse to put a further extension on the ban period, not much not much less.

i don't see how it is a further extension rather it would be a judge of character and make it less likely for them to cheat and ruin games again, and also to catch if they happen to do so.
