When players who were banned for cheating are let back into either of the competition-running lobbies, they should undergo a probationary period during which they lose privacy rights for all accounts, be they linked alts or clean-slate mains. The mods can set up a thread with a list of all accounts held by recently unbanned cheaters and either (a) consistently monitor users who have made the list or (b) install a simple account approval process whereby failure to inform the mods of newly registered accounts constitutes a violation of the rules.
This might be worth a go for any game-related ban, not just cheating, but that would probably involve a lot more maintenance.
I helped ark do some work on the caroline/amishguy investigation a few rounds ago, but other than that I have very little experience with cheating. I don't enjoy that line of work.
For those who have forgotten / weren't around, violations used to be publicly visible on profile pages. I'm guessing privacy was the reason they were hidden but I don't recall the stigma ever being remotely problematic for anyone who hadn't racked up a bunch of violations. Users who have been banned for cheating are a different story.
i think it was never intended to be public

once a cheater always a cheater when it comes to epicmafia. that's a fact
the problem is that you're assuming every cheater wants to come back to epicmafia to respect the TOS and not instead (as displayed in many cases), cheat again.
I'd like to think if you're decent to someone and show them that you think they can be a functioning member of this site that they can become that.
If not, it's not like they can't get banned again.

Fair assessment. I haven't been around as long and probably am too trusting. I also just don't get riled up very easily, just a personality thing.
And Pranay, they can get harassed if they know who it is they're dealing with. If they're reformed and are legit, I don't think the world needs to know they once cheated. Considering you wanted to moderate in secret I'm surprised you can't relate to wanting to have your identity hidden.

and that is the definition of harassment. and i asked you to stop it
i actually haven't addressed you since you mentioned it.
bronto is so damn stupid. how the **** can people be harassed if people know their accounts. there should be no secret alts. it goes against the fundamentals of this game.
