When players who were banned for cheating are let back into either of the competition-running lobbies, they should undergo a probationary period during which they lose privacy rights for all accounts, be they linked alts or clean-slate mains. The mods can set up a thread with a list of all accounts held by recently unbanned cheaters and either (a) consistently monitor users who have made the list or (b) install a simple account approval process whereby failure to inform the mods of newly registered accounts constitutes a violation of the rules.
This might be worth a go for any game-related ban, not just cheating, but that would probably involve a lot more maintenance.

playing every single game in a trophy run with a single person is *** up, but it isn't cheating
Friendly reminder that strider was once a cheater.
This is an awful idea; it's branding something by what they were, not what they are. If they're unbanned it means they waited out a long period of time presumably without evading or whilst not evading very much, and presumably behaving on said small evasions if they did occur.
This is as bad as the parole concept that england used to have; absolutely awful.
Someone who's been banned for cheating more than once? Seems fine. Everyone else? Despicable idea.

i'd give examples of people who cheated, were freed and cheated again like drysc compared to the 2-3 people who actually were banned for cheating and stopped but with the forum wipe i don't really remember. i know there are tons of examples though.

Internet pixels are natural enhancers of maleness.
i just think it's bad to apply a "wait for the problem" strategy rather than "let's adequately prepare for future problems" strategy.
I'll be getting the accounts of the people unbanned for cheating and so will the other mods. Shorter leashes are given for vios and other misbehavior, so it's not like we're unprepared.
