If a white friend of mine ever said “yo ngga” id beat the fk out of them. When I talk to black friends it’s a word we use together. When a white person uses it; idc what you say. Even for me the history of the word is triggered in the back of my head . So no, White people shouldnt feel comfortable calling a black person “ngga” even in greeting them. Because when someone uses "n*gga" as a greeting they have no harsh intentions at all. It's practically a different word. I don't use it, but I am not bothered by it. I understand WHY it would make someone mad, but it's not really that hard to understand why it's not harmful.
Like I said, using it to insult is bad, but I rarely hear people using "n*gga" to insult anyway, only "n*gger".
Níggardly has no connection to the N-word, it's from Middle English while the N word is from the Spanish for black.

I think anyone can use the word "n*gga"; it's usually used as a greeting or endearment and not a way to insult. I don't care if you're paler than this screen. It's fine to use.
However, I don't think anyone should use "n*gga" or more commonly "n*gger" to insult. It insinuates that you think having African descent is something to be shamed. So to answer your question,"n*ggardly" is an insultive adjective so I think it's pretty bad to use :/

if we are gonna talk about reclamation then you have to realize the word that has been used hatefully is the one with the hard-R, the one with an -A is not used by people who want to slur or offend. faggöt is undoubtedly the word that has been used to offend and is still used, and is the same one that is reclaimed. you can talk about reclamation with the hard-R, but without the hard -R, that's not reclamation, that's just not wanting it used.
