I would argue the opposite, suffering cannot exist without happinesses and we only suffer because we strive for that happiness and we don't always get it, much to our fault.

It's almost like we have this inherent want of infinite happiness like what they call, idk, heaven? The world isn't so cruel that it teases us with something unattainable. The world is cruel because we can choose not to obtain it.
