No, I believe you're actually deluded enough to believe he was really throwing against you. That's the issue here.

it's not persecution complex. you're accusing me of intentionally getting him a vio he does not deserve because i do not like him, and want to get back at him. something perceivably wrong. my motivations to do that would either have to benefit me or allow me to "own" him without backlash, and clearly, neither of those were possible.

you can say i had a persecution complex when filing the report. i.e. you can say i was wrong. but you can't say i did it while knowing better. because we both know that's not true
