That is a great explanation. The question here is whether something can be worthy of a suspension but not worthy of a vio. It is sometimes difficult to give a vio because then it sets a bad precedence. So we resort to suspending without a vio. I guess a suspension of 24 hours hurts more than a vio. We ought to stop being over sensitive to things and let the community use the given features of thumbs down and blocking to regulate itself.
I also believe that we ought to give more forum spam vios. Because forum spam is a very serious problem and if we maintiain consistency in it then the users will enjoy the forums more. I can even see myself derailing a thread sometimes like i did in the biggus doctrin thread. If someone derails they should be given a warning and then a vio.
Alternatively we can use the game mode in threads to regulate it. So mods should keep in mind that game mode is to be preferred in case of sensitive discussions.

i don't think we have to retroactively start handing out vios because the whole reason why the mod gave the forum suspension was because they wanted to avoid giving a vio and instead correct the problem
applying the vio now doesn't help because thats what they wanted to avoid in the first place
either way, clarification was given on how it should be handled so it shouldn't happen again
