Change you have been reported minimal to something more clear for new users. include Everything it currently has but add something extra that directs people to the rule pmessaged also the fourmthat shows people how to file appeals
This is actually a good idea. You should be able to report select the rules that the player you're reporting is breaking, and possibly make it more than 1. Then in the pm, you can say "I have filed a report against you for [rule, rule]. You can read more of the details at [report]."
