It's not so much about personal preference - if that was the case , yes, you're 100% correct. There are legitimate reasons to disallow it though.
3rd parties with whacky payouts adversely affect the round by awarding people large amounts of points for a win. Conversion enables meta abuse. Fool can play kingmaker and choose who gets points (even more drastic in a setup like FGM which is practically double any normal win). Considering how much throwing and meta abuse there is already in the competition, eliminating setups that enable this behavior is a good way to go. It's not suited for comp.
Mods can take down any setup they like within reason as far as I'm aware.
They've never been able to take down any setup they like. Otherwise Ying Yang Chaos, Hollywood Illusions and all sorts of setups like that would never have been comped.

And is it? Abusing both of them by not following rules, is still abusing them.
