This is intended to play similarly to Classic/Vanilla Mafia (albeit with more strategic roleclaim options): a roughly 50/50 shot for town/maf with two cc'ing cop claims, forcing the town to decide which cop to believe.

The main twist is that now it's two cop *teams*, each of which can be either two players working together or only one player (plus the janitor-ed N1 kill).

The governor & multiple cops for town are meant to be balanced by the mafia's having two power maf roles.

I don't play this setup! I always get lynched whenever I get cc'd as cop, especially when my cop partner outs, because I am always read as a kind of player who always cc's pr as mafia.
