http://i.imgur.com/IO5ti.png u click the feather then u make sure "use shaman hard mode" is selected. Then it should be turned on and you should be able to use it. hot key #2
well im assuming you made one already so its the feather next to the emotions u click it then select the use totem option :P then its the feather on the list of commands and spawn and voila :)
