You're missing the point. Those countries aren't promoting paedophilia, or even relationships between adults and older teenagers. They're saying that teenagers as young as 12 will be sexually active, and that they're not going to punish teenagers for doing what teenagers do. They're also saying that if adults take advantage of that, they'll punish them severely.
You say "those countries" but this is only applying to Mexico, and those restrictions that prevent adults from taking advantage of teens are off at the age of 15. A 15 year old is still a teen and considered underaged by our definition.
As for the Philippines and Japan, those ages are open to adults. My point still stands.

yeah Idk about you but I think its pretty weird to assume that 12 year olds will be sexually active, but you do you lol! even if there is an higher age of consent the same thinking still applies, two 13 year olds wont be charged of pedophilia in Sweden even if the law of consent is 15.

that's the interesting part though, if you were born in one of these countries you would have grown accustomed to these ages and found it to be a perfectly normal thing.
it makes me think of other things we find moral today that wouldn't be moral in other countries or time periods.

sexuality doesn't exist in a vacuum. there's no "sexy" child. the only way you find a child sexually appealing is if you're drawn to the power dynamic and abusive reality that exists within sexualization of children. there's no "good" pedophile. all pedophiles get off to the idea of victimizing children, and thus are morally irredeemable.
