I used to solve this by giving a note to a user who constantly outs the president. If the noted user outed the president in a game with other players who thoroughly knew about the user's offense, I gave a GT vio to this user.
Considering this setup is a farm setup where most games last less than 5 minutes and 50% of games someone blatantly outs the president i'd say its more on the fault of the person for wanting to play that shite setup

plausible deniability is the only reason this trend exists even repeatedly employing this 'strategy' isn't punishable, because you'd then have to set a specific floor on the number of games where it's observed
