It means that town winrate must be between not less than 42 and not more than 55 percentage points, as well as mafia winrate mustn't be less than 45 nor more than 57 percentage points for the setup. The rule doesn't determine the payout of the setup.
tbh the comp limit is a bit ambiguous, i read it at first as '42:57 for first 200 games, 55:45 after 200 games', when I think it may be referring to '42:57 town:maf, 55:45 town:maf; after 200 plays'.
I'm open to rewording this if not changing this, because irrespective of which interpretation you go, there were setups that broke the limits that were comp'd

I did pick set ups but they were not good enough. They did not bother to give a list of like like the 10 set up that could be comped.
Not picking them was not an excuse as they did not pick them for terry, and I would have picked before terry ended up doing it. They just wanted to pick the set ups

You're the one pointing out mistakes of mods not following the rules, while you're harping on about your setup not being comped when the borderline of win ratio is rigidly described in the rules, which has been in force for many years. You're showing some examples of setups which are within the borderline while your setup jumped beyond.
Stop grumbling and try encouraging to comp your other setups which comply with the rules or make a slightly more town-sided version of A&D or try playing A&D with red hearts and enjoy the game with more competitive players, 'cause gold heart games are attracted by newbies who think they can call themselves competitive by just playing them.
