hi keri :) i think it depends on how their damages comes out and if they can easily disengage once getting exhausted
ahri/fizz/lb etc to an extent - barrier can be better than exh since they can easily back off once they get exhausted (lb w's back, fizz tricksters or q's away, ahri uses 1/3 of her ulti, etc) and also their damage is cooldown reliant and
Zed/akali - exh probably better here since they have to use their ults to all in (as oppposed to the other gorup who's gap closers aren't their whole ults) and they have to like stay on you and do continuous damage
TBH i think exhaust is a lot better overall and more useful out of laning phase so i would just get that if youre gonna do one or the other
