i currently have a laptop for on-the-go stuff. it's currently bottlenecking in the hdd (the whole laptop can slow to a crawl). should i upgrade the HDD or just get a new laptop completely?

This, thank you. You're being heavily messed about with if you think task manager has any accurate representation of hard drive speed. Look up how conventional hard drives work, they don't just slow down until they stop working. Factor in that hard drives are far slower loading lots of small files in comparison to a few large files.

If you don't like the seeking times then buy an SSD and use the HDD as deep storage, it's the easiest and best way to add pace to an older PC.

the rpm for the hdd is 5400 rpm, is that low?

second these, should do wonders to that system in the speccy

it will be faster for general 'on-the-go stuff' than any new laptop you could get without an ssd

but that setup should't be so slow to begin with

Have you checked the resource monitor to see unusual read/write rates?

you can search 100% disc usage windows 8/10 to get a bunch of solutions like disabling superfetch and windows defender and while most of them had an impact, the problem still exists overall
