This is one of the things that happens when you start to take context into account when making moderating decisions. I'm pretty sure the reports were handled in an unbiased way as far as Vancy's relationship to the two reported people. The latter (which received a violation) had far more hateful intent than the former, which explains the difference in the verdicts. If Boodler feels that he can make a case for himself that clearly shows that he had neither hateful intent nor devalued a particular group of people through what he said then we can consider an appeal.
Giga on the other hand used the term "handicap" in the same way that I would be a "handicap" on the Lakers if they put me in for one of their starters. He was not devaluing the worth of actual handicapped people through what he said.
