Regardless of their timezone, the chances of somene flipping mafia is about 1/4 in every setup, meaning if they play together all night they'll only be n1 by that person in 1 comp game per night lol

There are no other games to play at that time. Asking the player to simply stop trying to grudge the other player is by far the most reasonable solution.

You're losing sight of the fact that it's a game and Num is targeting fox when possible to stop her from being able to play. While yes I agree he shouldn't be punished for simply killing her whenever he can, empathetically speaking he's hindering her from being able to play the game over something silly so stepping in and trying to stop that is perfectly reasonable.

To be fair he didn't say that the time zone influenced their decision since it's obvious he is grudging fox, he mentioned that as a concern aka something to be mindful of when deciding what the most fair outcome of the report should be since it wouldn't be fair to simply tell Num to avoid games with her.
The best outcome is probably as Roadman said before which is to tell him that he should allow his partner to start picking the kill n1 and that any further 'harassment' (harassment used really lightly here) could result in something more severe or a violation.

That should be no vio'd but since it's obvious Fox is being targeted she should be allowed to ask NumLocke to leave a game if she's already in it and doesn't want to get n1'd

The concern with that report inparticular is that they are playing at EU timezones, and there aren't many tables up for grabs around those hours.
i was referring to the extreme example of somebody who will always n1 you playing in all your games, at times where no other games are open. i can see why that would be annoying.

there are certain people i'll always n1 if i get the chance. it's nowhere near harassment or lobby camping. it's part of the game
