Given the latest state of affairs, I thought, as a former sandbox owner, I'd give a few suggestions as what to do:
Fewer mods. I'd prefer none at all, but having more than 4 if too many. Ever heard the old saying 'the left hand doesn't know what the right hand is doing'? Now multiply that by 3. It's a mess.
This is going to sound dumb, but...don't change much. The whole point of sandbox is to have a relaxed, open place away from competitive lobbies where people can relax and have a good time. Obviously you should enforce it at least a little bit, aka HC/IC stuff, but it should be fairly obvious what is hateful content and what isn't.
And 3., be someone that people like and respect. I'm not saying Golbelco isn't nice, but to be honest, doing all these polarizing changes and stuff isn't exactly improving public opinion. If you want to run sandbox efficiently, you need to be someone the community likes and respects because then people won't do nasty stuff as often.
