Krystalk to answer your question no it wouldn't make a difference if the person vilden was talking to is mentally handicapped because the term was used as an insult. You can't try to cut someone down by comparing them to a discriminated against minority group.
the real situation was referencing a game where someone said it and claimed to be black. some words are just part of people's vocabulary, apparently i am a monster for thinking some sort of free speech is tolerable
