governor is too powerful for a setup where reports aren't ambiguous (like cop reports with GF/miller) and always 1 is guaranteed. You're potentially going up against 3 clears day 1, making ML day a 50/50.

At least with this dreamer can mistakenly get miller in a 3person dream, plus mafia can potentially N1 one of the PRs.

dreamer isnt affected by miller/suspect/godfather fake guilties, if they were i would've made a better setup
