i think this things could be better fleshed out with a sticky of sorts explaining what behavior is appropriate or not so there is a guideline if someone breaks a rule or something..so mods can act on enforcing said rules...as a mod..hmm..

actually there could be a better clarification of what is considered good or bad in a sub-section but because there is no organization people are allowed to derail a thread trying to create sick burns on each other

well i think an easy solution is to tighten up on the sections that newbies will be looking at most likely (EM/GD/Complaints) and then going from there
The only way to ever get these forums working would basically be to forum ban every old user who ever uses them and then let them naturally fill up, which would take months. And also won't happen. I did suggest it once.
that or actually punish people for being jerks instead of letting them run rampant?
