also, the state constitution i dont think ANYONE reads, but readng the rules on a website should be common sense.
also, breaking law in real world =/= breaking law on an internet site.
ok how about this.
once you have enough points to join the competition and runf or a trophy, you can no longer be considered "new".
but players with less than the requirement can still be "new"

also, does anyone remember that gamethrowing requires intent? moderators should be able to use their intuition just by how the player talks(banned user tells are important here) to see if there was intent or not. a new player will not know any better, so its not GT, but a note is there in case it happens again.

also since oyu cant refund hearts in training for some reason, id think id get pretty sick of "new users" (who may or may not be actually new) hipfiring and ruining the game.
give them a note or slap on the wrsit once and they may do it again. give them a day suspension and i very highly doubt they'd make the same mistake twice, if they truly intend to learn.
It's unfair to expect a new user to know all the rules of the website.

tbqh if i started a new site and they suspended me before i got addicted id just quit it immediately, i understand why a note is good here. maybe a PM just in case i dont check up on the report, or a post on my wall. that way i dont get turned off from it and never come back.
