you're arguing that just because a system was designed a certain way its can't have flaws.
i'm arguing that the flaw's (the actual flaw that only you have pointed out so far) existence was not distinguished in the original decision so it can't be a factor in this decision either

The difference is only 1 and 2 are affected in relation to each other. Not in relation to places 4..n yawn. One is obviously worse than the other by a lot.
that doesn't mean it cant have flaws. it's designed to extend the round when there is a deadlock once everybody has played their hearts. NOT for people to artificially extend rounds.
