Stop abusing the Pause Round key

The feature is there to be used sparingly, so why is it that every single round seems to be paused these days?

We have the role moderators now, so things should have gotten better--they can investigate during the round and prepare pastebins for the mods. So, why is every round still being paused? You have more than enough hands on deck.

I personally think that rounds should only be paused if there is a standing pastebin and someone has been given 24 hours to respond. Other than that, it should be used very rarely.
