and yes, and just because it's more discussion does not mean it's not an actual report within itself. it can either agree with the original report, or overthrow it

sustaining a vio brings more discussion and the word is close enough where if discussion was brought upon it, it can most likely deemed ic.
however, i believe the way in which terry used it, most people would've likely given him a no vio on first shot
also, when you're appealing a vio, theres always a first ruling you have to fight against...
Have you ever considered that maybe he was just lonely? Being a genetic dead end is already burden enough; maybe pretending two role models also have flaws helps him cope with reality
