if he sees if they give something, he basically just becomes a weak tracker.

What if he saw if they gave something instead of received? Right now, it's like a town-sided thief.

if he could steal the item, he'd might as well be a townsided thief.

this way, if you have confirmed gunsmiths/bakers/blacksmiths, you can root out thieves, determine who has been driven, who is fake claiming.

It's not the most powerful PR, but I believe that its the logical next step in terms of Cops.
