I've seen that a couple of times. First, remember that 50% of the time there is no cop and that it is still helpful to get a claim. If it's doc and cop, town are still doing pretty well. From the perspective of the blues, either both prs are fake or 2/3 of their peers are. It's pretty easy to scumhunt under those conditions, with such well set out teams. I would jump at a chance to get this for the town. If it's watcher and cop, then yes, you get a 3 ay no clear lylo. If cop doesn;t claim however, ytou still have a high chance of that. If a blue is lynched d1, there's a 1/2 chance of cop being hooked or killed. If a pr is forced to claim d1 or is randomly killed at night, you can expect a no clear lylo. 1/4 of the time you get a no clear lylo whatever you do. 3 way lylo is common in this setup, and it doesn't make sense to go out of your way to make d1 and d2 harder jsut to avoid it.

Rebuttal: If cop claims, mafia hooks and kills cop that night. If it is doc + cop, it is now mylo, and cop has no report. If it is watcher + cop, mafia has traded hooker for both town prs, leading to 3-way lylo with no clears. The only advantage is if mafia was lynched d1, which is less common than town being lynched.
