A note on ram: Even if you put in the cards all the way, motherboards will be really picky about boot order. For mine I had to put it in starting from the right first. It took me a while to figure out that it couldn't go left to right and only worked one way.
But yeah its hard to tell if we don't know the setup or you don't have a trouble shooting speaker.
i should clarify, we have been double triple quadruple checking every connection unfortunately, following the manual during the setup. no mobo speaker to troubleshoot but we might be able to get one today

basically, google that motherboard and how to reset to factory bios (or cmos or something). usually a button you have to hold down

Are you certain you have everything connected properly? I'd do a quick double check with reference against the motherboard's manual to ensure that everything is where it should be, and that you didn't leave anything out.
Edit: Also try this: Remove your power cord and hold the Power button for 30sec - 1min. After, connect the power cord back and try again.

before you go resetting sht, your graphics card probably has two different ports on the back. generally they will show the screen off of both but some don't, so try plugging your screen into the other port to see if you get picture.

are u trying to use a gpu or are u using an onboard display output
