Since when is telling people to kill themselves not an instant ban. I remember when i was a mod, if somebody told someone else to kill themselves and it wasn't a joke (not that it's a good thing to even joke about) it was an instant ban. Pretty sure Lucid made that clear to us when we were mods. Now when i reported somebody for it, they just get a warning? When did this change?
If it did change, it needs to be changed back to an instant ban.

Simple fix that requires a little more work:
If a player has no history for any time of HC/Harassment then note it and move on. If it's a regular thing then that player needs to be vio'd any time they're reported with almost no leniency.
It's clear that there is more moderation on making the site a "nicer" place with less negative talk so you need to be consistent and not let players test their boundaries. Clear example is someone like Steve who says something that falls under the current definition of HC at least once a game.
If the goal for this site is to make it a happier place for users you can not be allowing someone to say [word] so many times across several games and see how much they can get away with it. The rule and mods should get more strict on users who continue to repeat this negative behavior that is deemed against the rules.
If possible I suggest making a new form of note that is pretty much for HC/Harassment only and shows how often a user gets vio'd for this behavior so future punishment can be according.
----------------
Personally I think that the site will eventually go where I commented earlier and you can't even tell someone you don't like someone.
I'll just cover how I witness how mods tend to cover vios. As I feel they won't really change how they interact with their report regardless of what they say.
Also I'll just throw out what I've witnessed so far for the 2 types of mods that handle harassment.
The first one is just simply the mod that instant vios just because they feel the need to follow the rules or feel the need to give a violation to the user for their own reasonings. Although it's very rare to see this happen.
The second one is more common and a bit more complex. If you say it once and someone tells you to stop, they no vio.
If you do it 5+ times and they report you but don't tell you to stop, half the time mods vio it.
If you do it once and they tell you to stop and you continue, mods vio you.
If you do it once and they tell you to stop and you do it only once more, mods vio you half of the time.
If you do it and they tell you to stop but join in with you, mods really deal with this to case to case depending how toxic one person is to the other. So really in this situation, if you've been really toxic, you're rewarded by making the person more toxic to balance it out because in this case, more toxic person getting the vio. Mods claim that they'd normally give both players vios, but they always give no vios to both.
Just keep this in mind for whatever reason you may have. I think I covered every situation or harassment.
Eventually saying you don't like someone will be a case of harassment.

It's just childish. One day someone will be on edge and going through it in life, and they come to EM to get away but get told to kill themselves. Then they actually do it cause what's left in their minds.
You guys joke about it like someone doesn't commit suicide every 40 seconds.
But if they actually kill themselves we wont ever know. Same like a broken game. Where we dont know who was mafia.

Since a mod did it and they had to change the rule to mod discretion instead of auto vio.

If you say "saying kys means I think of you highly enough so that I don't think you would kill yourself", just realize that everyone goes through different struggles that may not be visible over a text game. Why is my image a noose? Because we lynch in this game duh.

i think making a thread to try and humiliate/get someone banned is far more likely to make someone commit suicide than reading "kys"
