Oh man. This is a real doozy of a question, and I'm glad you've brought it up if only for the public awareness factor. Being "pretty good" is the highest title in any field a person can achieve. For example, a scientist who earns a Nobel prize in their field is likely to be "pretty good", though not always. An MLB player who earns season MVP honors likely had a "pretty good" season, but not always.
"pretty good" is a title that shows penultimate respect. One can be elite without being "pretty good".
"pretty good" is not an exact science, and is praise only to be given to those who achieve something truly spectacular in their given field.
If you have any questions on whether or not a specific thing or person is "pretty good", I'm pretty good at answering those kinds of things.
