the way it works is you have up to, say, 16 flags (for 31 users), and rank corresponds to a bitmask of those flags
for example, you have a 16 bit value
0000000000000001 (1) = flag 1
0000000000000010 (2) = flag 2
0000000000000101 (5) = flags 1|4
0000000000000111 (7) = flags 1|2|4
etc
