And both treestumps are converted to trees, the mafia can't lynch them or win by outnumbering them. The game is stuck and it forces meteor.

The mafia SHOULD be able to lynch them one by one. I think what could be do to remedy this is once tree stump is converted into tree, the number of "towns" still alive compared to mafia should be less, so if mafia outnumbers the votes they should win. In a perfect world, this shouldn't count if theres a gun, but based on current mechanics, it will likely have to be.
