The effects of inbreeding are a lot more visible in smaller communities that don't have anyone coming or going over many generations.
I'm not sure that's a high level of inbreeding Sims. The impact of inbreeding depends a lot on the available genes over many generations, not just one cousin f*ck every 3 generations.
