I say it ties into off topic, and /if/ I was moderating the forums that's the precedent I would try to put forth
tbh not all the rules are followed word for word anyways, but for the wrong reasons(being more lenient on certain users instead of not using it word for word for petty reports)
The definition of post flooding does not imply off topic posting. It just implies a flood of posts, more than is reasonable. Making a script to post literally every time you can is unreasonable and is flooding. It has nothing to do with topics

It's not post flooding because it is a topic where there is no topic so forum spam would not apply here unless someone was necro'ing this topic. If someone actually is flooding in a discussion, even if it's in spam, I feel you could make a legitimate case
off-topic posts and post flooding are two different things that fall under the umbrella of forum spam.
