fili's a meh role but all the suggestions to lucid at the time were too complex so I stole a bit of sl0nderman's idea to make a more passive role

My good pal Verumbark played fili well where they put fili in a setup with 10 3rds and 2 townies, so if a townie died a filibuster was essentially a mafia sided gallis

all town members have to vote filibuster for it to be lynched

it forces village to work together better to vote fili out and it makes maf/3rds have more on the line if they don't sheep
