According to the page the requirement is "to make the mafia drunk". vondoom assumes this refers to drinking the last mafia so they cannot kill. Vondoom has done this a handful of times and not once gotten this achivement. Also, the page says that 0 people have ever gotten it. Vondoom thinks it has always been broken.

The silencer and fiddler one may be broken too.
