I think it depends on the context, or perhaps there is a disagreement with the powers that be. In the thread for Round 448 it was confirmed that outing alts is not OPI. However, perhaps it is if a mod does it without good reason (e.g. throwing games) then it could be seen as an abuse of power which could be translated into OPI.

Them being a site mod makes it privileged information. If they out it--- put it all together you have outing privileged information

As for a strawman, lol. OPI is outing personal information, I find people having their alts publicly displayed on their profile outing that information, such as any facebook account would be.
And with that, any information that you can obtain through a mod that you can't a normal user is against the rules. Lucid's told Nathan this if I'm correct, feel free to run that by him.

Outing alts is not OPI. You can believe it is, but you'd be wrong. This was dealt with in the main lobby not long ago when I was threatened with OPI for outing an ex-mod's GT alt.
