Okay, sure. They are attempting to use their influence in order to push their (morally sound) agenda. But that influence is essentially non-existent, and there does not exist a means of identifying or punishing those who do not comply their agenda.
So essentially, all the Obama administration did was send out a strongly worded letter. There is no plan for a follow-through.

Hence they aren't "overstepping" government powers. However at the same time, it's not very accurate to say that this isn't force by any means. This strategy has been used before, as the federal drinking age is actually 18, but any states that set their drinking ages lower then 21 receive reduced funding.
