Including villager, cop and all cop suits, virgin, nila mafia, fool, lightkeeper, governor, yakuza, lawyer, etc.

Even Killer has blue eyes.

Well if they used black eyes it wouldn't match with the black colors used on some of the icons, so it's easier to use blue because there is only a few roles with blue colors that eyes can't be mistaken for.
