Make sure your name is a a single noun or verb. do not use your actual name (note: use actual name if popular enough) or use capitalization. examples: stars, window, auspicious
go on google and type in 'pastel backgrond' copy the first result or second result you get, or alternatively, search 'cute pattern background.' a single color background is also OK.
change your gender to other or female. make sure to never use caps and when you are angry type in a post-ironic fashion as if you were texting on a flip phone back in 2005.
to find a proper embed, go on soundcloud and search 'chill'. never use the first result because you want to stand out and not be like other girls. you can also use majesticcasual or mrsuicidesheep. alternatively, just embed tame impala or something. mainstream pop is fine too.
have your bio be an off-hand quote or some picture you found on tumblr. another suggestion is to leave your bio completely blank.
your avatar must be related to anime, that or a filtered woman limited but not including smoking, or having sunglasses.
In reality, most anime girl accounts were originally controlled by a single person. It's actually just a simple script that keeps making new accounts following a similar formula to what you described. Anyways this programmer ran the script for a while, building about 100 accounts or so, and even included communication scripts and simulated personalities. This was all to be a dark joke, to flood EpicMafia with the most annoying weeaboo accounts ever and eventually bring down the site by saturating the competitiveness of it. Unfortunately he couldn't figure out why all his accounts would congregate in the Sandbox lobby instead of the Main lobby, and so without fixing his code, he left.
Now the best part is that these 100 accounts are still operational even though the programmer quit YEARS ago. And what resulted was that the next generation of EpicMafia players who thought, "wow, these people are such a tight-knit community, and they always talk to each other, I wish I could join their cool kids club." So some actually did, as your post describes. They made accounts similar to the programmer's original formula, and if it was similar enough, then the programmed accounts would sometimes glitch and interact with you as if you were another programmed account.
This is one of the greatest lores of the internet. An entire community looks up to NPCs as their religion, and follows them blindlessly for the sake of banding together as misfits in this harsh world. The size of the cult is unknown today, but the greatest and funniest part about it is that it still continues...
Yeah I'll just have to do a bit of research on the right kind of toner, i think it's a good idea to do it now since it's still blonde
