Since HC is a sitewide rule shouldn't it really be included here? Like, just so there's no confusion. The increased strictness on OPI is fine, not that I've ever seen it happen, but there's little difference between the previous lobby HC rules and the sitewide HC rules so I'm not sure why it's been entirely removed from the lobby rules, considering it will still be enforced in Sandbox since HC is a sitewide rule.
